November 5, 2008, at Pattaya city hall, Mr. Weerawat Kahkai, Pattaya Deputy Mayor, the chairman of the meeting, discussed the special meeting agenda regarding the foreign tourist guides regulations with Pol.Col ittipol ittisanronachai, Imigration police superintendent, Pattaya, and Mr. Niti Kongkrut, Pattaya director of Tourism Authority of Thailand; TAT, Pattaya office, Pol.Lt.Col. Suwan Aun-Anan, tourist police investigator, Mr. Pisai Panomwan, advisor of Pattaya city mayor, Russian tours and travel representatives and the official concerned.
According to the information from Thai Department of Employment, that there are a lot of Russian citizens are working as tourist-guides, take care of Russian tourists individually which is illegal due to the fact that it against the foreigner act and also to contend for the local tourist guide positions.
The Russian tour company explained that they have to bring their own tourist guides because Thai tourist guides cannot communicate well in Russian. In the past, the immigration or the tourist police department sometimes had compromised and had informed the details of the foreigner act.
Initially, the police immigration and the tourist police department had invited the Tour business owners to understand the regulations of work permit and the foreign act properly.
Pol.Lt.Col. Suwan Aun-Anan, tourist police investigator said, that after there were a few cases of arresting and complaining of illegal Russian tourist guides last year, it had drawn bad pictures of the tourism industry.
